Task and Responsibilities

With reference to Joint Circular No. 1 Series of 2020, the Government has created the “Philippine Green Lane” for Seafarers to ensure the safe, efficient and speedy travel of seafarers within the country, subject to health and safety protocols established by the national government during the COVID-19 pandemic.

An Inter-Agency Task Force is organized for the effective implementation of the Philippine Green Lane Program composing of the following government agencies: the Department of Transportation (DOTr), Office for Transportation Security (OTS), Philippine Ports Authority (PPA), Cebu Port Authority (CPA), Philippine Coast Guard (PCG), Maritime Industry Authority (MARINA), Civil Aviation Authority of the Philippines (CAAP), and the Manila International Airport Authority (MIAA); the Department of Health (DOH) and the Bureau of Quarantine (BOQ); the Department of Justice (DOJ) and the Bureau of Immigration (BI); the Department of Foreign Affairs (DFA); the Bureau of Customs (BOC); the Department of Labor and Employment (DOLE), Overseas Workers Welfare Administration (OWWA) and the Philippine Overseas Employment Administration (POEA); the Department of Tourism (DOT); the Philippine National Police (PNP); the Department of National Defense (DND), Office of Civil Defense (OCD), and the Armed Forces of the Philippines (AFP); the Subic Bay Metropolitan Authority (SBMA); and the Department of Interior and Local Government (DILG) and the Local Government Units (LGUs).

As mandated by IATF Resolution No. 53 and NTF Order No. 2020-03, the DOTr leads the One-Stop Shop (OSS) for Seafarers to warrant the uniform processing of seafarer arrivals in authorized international gateways. For this purpose, the updated Philippine Crew Change Protocol amid the COVID-19 Pandemic is issued as reference for all seafarers, maritime companies, airlines, and all other similar entities involved in the conduct of crew changes in the country. It covers the following situations:


         A.    Joining a ship docked in the Philippines or overseas

         B.    Leaving a ship docked in the Philippines

         C.    Joining a ship under major repair or newly constructed in a Philippine shipyard

         D.    Leaving a ship under major repair in a Philippine shipyard


         A.    Transiting from Philippine airport to ship
         B.    Transiting from ship to Philippine airport
         C.    Transiting from airport terminal to another airport terminal
         D.    Joining a ship in the Philippines
         E.    Leaving a ship docked in the Philippines
         F.    Joining a ship in a Philippine shipyard
         G.   Leaving a ship in a Philippine shipyard
